At the invitation of the Max Planck Society, NSFC Vice President Hou Zengqian attended the 14th Berlin Open Access Conference (B14)  from December 2 to 4, 2018.

The B14 aimed to coordinate the Open Access policies of science funding agencies, research and educational institutions and libraries all over the world, promote the immediate and free access to scientific publications to remove the limitations on researchers to access and use research findings supported by public finance. About 200 representatives from science funding agencies, research and educational institutions and libraries of 37 countries attended the conference.
